RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #23-910 with Littlejohn Data Consulting, LLC, a limited liability company, in an amount not to exceed $865,200, to provide consultation and technical assistance to Contra Costa Health's (CCH) Information Systems Unit in supporting Behavioral Health and Finance initiatives for the period from September 1, 2026 through August 31, 2029.

FISCAL IMPACT:
This Contract will result in contractual service expenditures of up to $865,000 over a 3-year period and will be funded 100% by Hospital Enterprise Fund I revenues.

BACKGROUND:
The CCH Information Systems Unit is responsible for data analytics concerning information system development and management to support CCH decision-making, by performing complex analyses that manage and improve existing reporting systems. Contractor's consultation and technical assistance services utilize industry best practices for business software applications, report writing, data analytics, consultation, and technical assistance. Contractor's services will enhance operational efficiency, ensure compliance with state regulatory reporting, and enable informed decision-making for public health, hospital, and federal pharmacy programs.

This Contract is entered under and subject to the following legal authority: California Government Code ?? 26227 and 31000. The Contractor's service contract deliverables will include providing data modeling, Extract, Transform, Load (ETL) processes, reporting, dashboard development, data analysis, troubleshooting, and maintenance.
