Recycle Smart

Judith Silver - Recycle Smart

Judith Silver has been engaged in the fields of resource recovery, waste prevention, and recycling for 35 years. She has experience in multiple facets of the zero-waste world - as a local government zero waste staff person, working for a hauler, and as a sustainability consultant. She has been the Senior Waste Prevention and Recycling Manager at the Central Contra Costa Solid Waste Authority (RecycleSmart) since 2020. In this role, she is responsible for SB 1383 implementation and compliance and C&D implementation and compliance.

Who we are
RecycleSmart is a Joint Powers Authority made up of six jurisdictions, the cities and towns of Walnut Creek, Moraga, Danville, Lafayette and Moraga plus the unincorporated areas of Central Contra Costa County (Alamo, Blackhawk, Diablo and the unincorporated areas of the cities and towns listed above).
Our Mission
RecycleSmart provides efficient, high-quality waste prevention, reuse, recycling, composting, collection, processing and education programs in Central Contra Costa County communities.
What We Do
RecycleSmart provides solid waste services for Central Contra Costa County residents and businesses. RecycleSmart has contracted with Republic Services for the collection, transfer and disposal of residential and commercial garbage, recycling and organics and Mt. Diablo Recycling for the processing of residential and commercial recyclable materials.
