Referral History and Update:
On January 29, 2026, the Bay Area Air District released Round 1 Grant Guidelines for the Bay REPAIR (Reinvesting Penalties for Air Improvement and Resilience) Local Community Benefits Fund. The fund reinvests penalties and mitigation funds from two (2) main community areas affected by air quality violations associated with those funds:
1. $35,744,460 in funding for the Richmond and surrounding communities, and
2. $60,011,061 in funding available for Benicia and surrounding communities (Vallejo, Rodeo, Crockett, Port Costa, Mountain View, Vine Hill, Pacheco, Clyde, Bay Point, Pittsburg, and portions of Concord and Martinez).
The County is preparing grant applications for both community areas. Staff will provide a verbal update on the opportunities being pursued for these grant funds.
