Report Title: CFS - 20-414-1 Bringing Families Home 2025-2026 Program Allocation Acceptance

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to accept a non-competitive allocation from the California Department of Social Services, in an amount not to exceed $1,074,414 for the Bringing Families Home Program for the period July 1, 2025, through June 30, 2028.
FISCAL IMPACT:
100% State funded, of which revenue adjustments for the noncompetitive allocations will be included as part of the mid-year 2025-2026 budget adjustment.
BACKGROUND:
This staff report seeks approval to accept state funding for a total of $1,074,414 from the California Department of Social Services (CDSS) per All County Welfare Directors Letter dated November 3, 2025, allowing counties to establish, continue, and expand housing and homelessness assistance through the Bringing Families Home (BFH) program as approved by the California State Budget Act of 2025 (Senate 101 (Chapter 4, Statutes of 2025)).
The goals of the BFH program are to provide housing supports and direct services to families receiving child welfare services who are experiencing or at risk of homelessness or living in a situation that cannot accommodate their child(ren) in the home. These housing supports are expected to increase family reunification and help prevent foster care placement. Eligible families must voluntarily agree to participate in the program.
The Board of Supervisors approved acceptance of prior CDSS BFH program allocation fundings on November 1, 2022 (C.20), and April 26, 2022 (C.44).
CONSEQUENCE OF NEGATIVE ACTION:
The County will face an increased number of children in foster care due to inadequate and/or lack of housing supports for biological parents.
