RECOMMENDATIONS:
ADOPT a Resolution approving the Side Letter of agreement between Contra Costa County and SEIU, Local 1021 modifying and re-titling Section 31 - Medical Social Worker Lead Differential to add a new Detention Differential for Medical Social Workers working in eligible facilities.
FISCAL IMPACT:
The fiscal impact of this action will be approximately $2,000 for the remainder of fiscal year 25/26 and will be approximately $24,000 for fiscal year 26/27. The fiscal impact will vary depending on whether positions are filled and if employees are assigned to eligible facilities.
BACKGROUND:
In January 2026, Contra Costa Health Services informed SEIU, Local 1021 of pending layoffs in their Enhanced Care Management (ECM) Program. In lieu of layoff, several employees accepted transfers to newly established vacancies in Contra Costa Health's Detention Health division. Some employees working in these units represented by other employee organizations are eligible for differentials due to working in a detention facility. Establishing the new Medical Social Worker Detention Differential prevents potential equity issues from arising due to employees currently receiving a differential for working in similarly situated environments.
CONSEQUENCE OF NEGATIVE ACTION:
Medical Social Workers will not receive a differential for working full-time in a detention facility, which may impact Contra Costa Health Services ability to fill these roles.
