RECOMMENDATIONS:

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute an interagency agreement with Mt. Diablo Adult Education in an amount not to exceed $360,000 to provide employability skills training and individual education plan for California Work Opportunity and Responsibility to Kids Welfare-to-Work participants for the period July 1, 2026, through June 30, 2029.

FISCAL IMPACT:

100% Federal (California Work Opportunity and Responsibility to Kids) Funds; $120,000 of which will be budgeted for FY 26-27; $120,000 will be budgeted in FY 27-28; and $120,000 will be budgeted in FY 28-29.

BACKGROUND:

On April 9, 2024, the Board approved Item C.44 authorizing the execution of Interagency Agreement with Mount Diablo Unified School District (MDUSD). Previous Interagency Agreements with MDUSD did not require Board Approval. This action seeks to renew Interagency Agreement with MDUSD.

Employment and Human Services Department provides countywide employment skills training and individual education planning for Welfare-to-Work (WTW) participants through the Finding Opportunities Careers for Ultimate Self-Sufficiency and Career Connections Programs. These services are currently administered by Mt. Diablo Adult Education as an integral part of the California Work Opportunity and Responsibility to Kids (CalWORKs) WTW Program. These courses are designed to provide assistance to families with the final goal of obtaining employment and becoming self-sufficient.

This Agency was selected per procurement requirements outlined in Administrative Bulletin 600.3.
