RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent or designee to execute, on behalf of the District Attorney, a purchase order and related subscription services agreement with LeadsOnline Parent, LLC. in an amount not to exceed $60,412 for the usage of a proprietary forensic tracking software for investigative purposes, for the period June 1, 2025 through May 31, 2028.
FISCAL IMPACT:
Approval of this action will result in expenditures of up to $60,412 over a three (3) year period, which has been included in the Department’s FY 24-25 and FY 25-26 budget.
BACKGROUND:
The District Attorney’s Office uses a proprietary forensic tracking software from LeadsOnline Parent, LLC to assist in investigations and the recovery of stolen property. This platform provides real-time access to transactions from pawnshops, secondhand dealers, and online marketplaces, enabling cross-jurisdictional investigations.
Approval of the Purchase Order and the related Subscription Services Agreement will allow the District Attorney’s Office to continue to leverage the forensic software for investigative purposes. This Subscription Services Agreement includes a limitation of liability clause, which requires the County to hold LeadsOnline harmless from any claims arising out of the performance under this agreement.
CONSEQUENCE OF NEGATIVE ACTION:
Without executing the Purchase Order and the related Subscription Services Agreement with LeadsOnline Parent, LLC, the District Attorney’s Office cannot continue to use the forensic tools to track and recover stolen property for investigative purposes.
