Information:
The Alamo Area of Benefit (AOB) is one of twelve designated special financing districts established by the Contra Costa County Board of Supervisors under the California Mitigation Fee Act (Government Code ยง 66000 et seq.).
Its purpose is to collect traffic mitigation impact fees from new real estate development within the unincorporated Alamo community to fund its fair share of local transportation infrastructure and circulation improvements.
Key Components & Governance
Traffic Mitigation Fees (Nexus Requirement)
Every new residential or commercial development (or significant expansion/replacement of an existing building) within the Alamo AOB boundary is assessed a fee at the time a building permit is issued.
The fee rates are calculated based on a Nexus Study that demonstrates a direct relationship between new growth and the traffic/circulation demand created by that growth.
Eligible Projects
Funds collected through the Alamo AOB are strictly dedicated to expanding, constructing, or reconstructing public transportation infrastructure within the district.
Eligible improvements include:
Roadway & Major Thoroughfare Upgrades (e.g., widening, intersection geometry improvements).
Traffic Signals & Intersections (e.g., signal installation, turn lanes).
Bicycle, Pedestrian & Safety Facilities (e.g., sidewalks, crosswalks, traffic-calming elements).
Transit Facilities (e.g., bus turnouts, shelter improvements).
Ordinance Framework & Rates (Ordinance 2016-25)
Adopted in late 2016 to update the original 1998 program (Ordinance 98-21), aligning fee structures with updated traffic patterns and localized infrastructure needs through 2040.
Fee Structure Examples (Base Rates):
Single-Family Residential: $12,102 per dwelling unit
Multi-Family Residential: $10,080 per dwelling unit
Commercial / Retail / Office / Industrial: $11.18 per square foot
