Report Title: COMMUNITY IMPACT FUND - SURVEY RESULTS & ALLOCATION RECOMMENDATIONS

RECOMMENDATIONS:

1. APPROVE allocations of Supervisorial District Community Impact Funds in an aggregate amount of $1,265,000:

a. District II: $1,000,000 (Attachment A)
b. District III: $252,500 (Attachment B)
c. District V: $12,500 (50% of allocation to City of Antioch Police Department, split with District III)

2. APPROVE and AUTHORIZE the each District Supervisor, or designee, identified in Recommendation No. 1 above to enter into contracts related to the allocation of Community Impact Funds;

3. ACCEPT update on the results of the Community Impact Fund Community Survey; and

4. PROVIDE direction on next steps, including the use of $9,729,868 in General Fund Appropriation for Contingencies (the remainder of COVID-19 FEMA Reserve funds) (4/5 vote required).

FISCAL IMPACT:

On June 24, 2025, the Board indicated a desire to allocate $1 million per District from COVID-19 FEMA Reserve funds (now General Fund Appropriation for Contingencies) for direction by each District Supervisor following a community engagement process within each Supervisorial District.

Subsequently, on July 8, 2025, the Board allocated $15,000 per District to fund the costs of community engagement processes to help inform allocation of $1 million District grant programs. The $15,000 per District amounts are separate and in addition to the $1 million per District allocations.

Today's action requests that the Board authorize Community Impact Fund allocations in an aggregate amount of $1,265,000, following community engagement and allocation solicitation processes facilitated by Supervisorial District II, III and V.
