RECOMMENDATIONS:

APPROVE and AUTHORIZE the Director of Risk Management, or designee, to execute a contract with AppleOne, Inc., dba AppleOne Employment Services, in an amount not to exceed $680,000 to provide workers’ compensation and risk management staffing services for the period of August 1, 2024, through July 31, 2027.

 

FISCAL IMPACT:

The cost for temporary employee services is funded through the Workers' Compensation and General Liability Internal Services Funds.

 

BACKGROUND:

AppleOne, Inc. dba AppleOne Employment Services will provide specialized temporary highly experienced workers' compensation and general liability claims adjusters for County claims processing. Specialized temporary staff are needed to fill vacant funded positions in the Risk Management Department as it continues to recruit permanent staff. A Request for Interest (RFI) concluded in May 2024, and AppleOne, Inc. was selected as a qualified vendor to provide specialized temporary staffing. The Department consulted with Labor Relations in January 2024, regarding a multi-year contract, establishing a qualified pool of vendors to provide temporary staffing, and ongoing recruiting plans. The contract will be used in tandem with another contract for the same services for specialized temporary staffing.

 

CONSEQUENCE OF NEGATIVE ACTION:

Risk Management will not have an adequate pool of technical assistance and staff to process workers' compensation and liability claims in the timely manner required to satisfy current regulations.
