RECOMMENDATIONS:
APPROVE and AUTHORIZE the District Attorney, or designee, to execute a contract amendment with Peregrine Technologies, Inc., effective August 1, 2026, increasing the payment limit by $68,161 to a new payment limit of $1,018,161 to expand system access to additional agencies to electronically file documents to the District Attorney's Case Management System and Evidence.com, with no change to the term ending November 30, 2027.

FISCAL IMPACT:
This contract is 100% budgeted by the Supplemental Law Enforcement Services Fund (SLESF) for criminal prosecution, as allocated to the District Attorney's Office.

BACKGROUND:
On November 29, 2022, the Board of Supervisors approved the District Attorney's Office to execute a contract with Peregrine Technologies, Inc., in an amount not to exceed $570,000 to provide a statistical software system for executive analysis and reporting to facilitate law enforcement planning and response, for the period December 1, 2022 through November 30, 2025, with an option to extend for up to two additional years through November 30, 2027 at a cost of $190,000 per year, for a grand total contract payment limit of $950,000.

This contract amendment will expand system access to additional users outside of the Contra Costa District Attorney's Office to electronically file documents and other data to the District Attorney's Case Management System and Evidence.com. The total payment increases in years 4 and 5 by way of this contract amendment is $68,161, for a new contract payment limit of $1,018,161 which reflects the expansion of District Attorney's license to include additional users' access.
