RECOMMENDATIONS:

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Contra Costa Family Justice Alliance in an amount not to exceed $2,291,140 to develop and operate a Family Justice Center in the Southern region of the County for the period July 1, 2024, through June 30, 2027.

FISCAL IMPACT:

$2,291,140: 100% Measure X Funds, of which $763,713.33 is budgeted in FY 24-25; $763,713.33 will be budgeted in FY 25-26; and $763,713.34 will be budgeted in FY 26-27.

BACKGROUND:

Contra Costa Family Justice Alliance (CCFJA) currently operates three (3) Family Justice Centers (FJC) in Richmond, Concord and Antioch, respectively. Each center provides a one-stop service model to survivors of interpersonal violence (IPV), including domestic violence, sexual assault, human trafficking, elder abuse, and dependent adult abuse. As required by California Penal Code ??13750-13751, each FJC is a multiagency, multidisciplinary service center where public and private agencies collaborate to provide services to IPV survivors. Despite not having a South County location, CCFJA already provides services to South County residents at their three current locations. Based on increased service provision to South County residents, the CCFJA has recognized the need for an FJC in South County. A South County FJC would eliminate an often-insurmountable barrier for survivors who lack transportation to access services at one of the existing FJC locations. These reasons led the Board of Supervisors to approve Measure X funding to establish and finance the first three (3) years of operation of a new FJC in South County.
