RECOMMENDATIONS:

 

APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the Chief Information Officer, to execute a purchase order with Siteimprove, Inc. in an amount not to exceed $60,000 to provide website accessibility support, analytics, and quality assurance, subject to Siteimprove’s Master Subscription Agreement, for the period of January 7, 2026, through January 6, 2027. 

 

FISCAL IMPACT:

 

The cost of this product is included in the Department’s FY 25-26 budget. 100% User Department.

 

BACKGROUND:

 

Siteimprove, Inc. provides software that enhances website accessibility, analytics, and quality assurance for the County’s website (contracosta.ca.gov). The software identifies issues such as broken links, misspellings, and images missing alt attributes, and includes tools to support overall site quality and accessibility improvements.

 

Siteimprove’s Master Subscription Agreement obligates the County to hold Siteimprove harmless from any claims arising from the performance of the agreement.

 

This procurement is being made using a Sole Source justification, which was approved by Purchasing on November 25, 2025.

 

CONSEQUENCE OF NEGATIVE ACTION:

 

The County will not have access to software that improves the quality of the County website (contracosta.ca.gov).
