Report Title:                     eSkill Corporation purchase order

Recommendation of the County Administrator Recommendation of Board Committee

 

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute, on behalf of Human Resources, a purchase order and Terms of Use agreement with eSkill Corporation, subject to eSkill’s Terms of use for a hosted applicant assessment and scoring system, in an amount not to exceed $60,000.00, for the term July 1, 2026, through June 30, 2028.

 

 

FISCAL IMPACT:

The cost for the term of the agreement is within the Human Resources Department FY 26-27 budget and will be budgeted for future fiscal years. (100% General Fund)

 

 

BACKGROUND:

The County has contracted with eSkill Corporation since 2019 to provide virtual applicant assessments for the purpose of employee recruitment. The applicant assessment and scoring system will be hosted on the internet by the vendor. The agreement obligates the vendor to limit its liability to the County from any and all causes, including negligence and indemnity, to the total fees paid by the County to the vendor during the twelve (12)-month period preceding the claim. The agreement obligates the County to indemnify the vendor for third-party losses arising out of the County’s negligence or willful misconduct in performing the agreement.

 

 

CONSEQUENCE OF NEGATIVE ACTION:

If the agreement is not approved, we will not be able to access the vendor’s applicant assessment and scoring system, which would significantly hinder the County’s recruitment process.
