RECOMMENDATIONS:
ADOPT Position Adjustment Resolution No. 26638 to add one (1) District Attorney Senior Inspector (6KVA) (represented) at salary plan XJX and grade 1970 ($11,016.28 - $15,250.13) in the District Attorney's Office.

FISCAL IMPACT:
This request is to leverage the grant funding currently being used for the temporary DA Sr. Inspector position to fund a regular DA Sr. Inspector position, with a net increase in cost of approximately $84,000 per year for the benefit cost of the regular position. The estimated annual cost of salaries and benefits for 1.0 FTE DA Sr. Inspector position is approximately $223,540 but will be 100% offset by increased state grant revenue from the California Department of Insurance (CDI) Workers' Compensation Insurance Fraud Program. There is no net county cost impact.

BACKGROUND:
The District Attorney's Office has been awarded the Workers' Compensation Insurance Fraud Program from the California Department of Insurance consistently for over 10 years. This is a stable source of funding that the Department anticipates continuing to receive long-term. Only a District Attorney's Office can perform the insurance fraud investigation and prosecution work with the funding from CDI. The Department has used this grant for several years to fund a temporary District Attorney Senior Inspector position. However, a dedicated full-time DA Senior Inspector would be more appropriate to fulfill the purposes and ongoing needs of the program. This specific work assignment has a high learning curve, and there are many complex investigations requiring retention of organizational memory.
