RECOMMENDATIONS:
APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a contract with Teleosoft, Inc. in an amount not to exceed $392,140 for the use of the CountySuite software and support maintenance services, in the Office of the Sheriff Civil, for the period January 1, 2025 through December 31, 2028.
FISCAL IMPACT:
Approval of this request will result in up to $392,140 in contractual service expenditures over a 4-year period and will be funded 100% by General Funds.
BACKGROUND:
Teleosoft, Inc. provides civil case process software called CountySuite for Sheriff Offices. CountySuite completely and accurately manages the entirety of the Sheriff civil process. CountySuite will provide functionality to the Contra Costa Office of the Sheriff to quickly find and update case information, eliminate redundant data entry, fully manage and verify the earnings withholding orders, generate and capture all documents and forms and add an unlimited number of cases, contacts and instructions. The integrated accounting system tracks all costs, keeps all case ledgers current and supplies accounting reports for the office and auditor. Software features for the Office of the Sheriff includes case management for civil actions, complaints, summons, orders, subpoenas, restraining orders, personal property levies, real property levies, possession, seizure and evictions.
The Terms and Conditions include a limitation of liability provision and indemnification from the County to Teleosoft, Inc.
CONSEQUENCE OF NEGATIVE ACTION:
If the Board does not approve, the Office of the Sheriff Civil Unit may not be able to process case information preventing the Civil Unit from providing accurate reports in a timely manner.
