Report Title: Approve Interagency Agreement #18-499-0 (WDB) with Mount Diablo Unified School District for Workforce Development Youth Services

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute an agreement with Mount Diablo Unified School District in an amount not to exceed $400,025 to provide Workforce Innovation and Opportunity Act (WIOA) Year-Round Youth Workforce Development Services in Central Contra Costa County for the period July 1, 2025 through June 30, 2026.
FISCAL IMPACT:
Funded with 100% Federal WIOA Youth grant revenues (AL #17.259), all of which is budgeted in FY 25-26.
BACKGROUND:
An award was given to Mt. Diablo Unified School District (MDUSD) through the Request for Proposal (RFP) #1218 for the provision of comprehensive Workforce Innovation and Opportunity Act (WIOA) Youth Development Services to eligible youth ages 16-24 in Contra Costa County. This is the initial award from the RFP.
WIOA defines the nation's job training systems and provides guidance for local workforce development systems designed to increase employment, retention and earnings of participants, and to increase occupational skill attainment by participants. The goals of these efforts are to improve the quality of the workforce, reduce welfare dependency, and enhance productivity and competitiveness of the nation's workforce.
MDUSD will provide eligible in-school and out-of-school youth a broad range of coordinated services. This includes assistance in academic and occupational learning; development of leadership skills; preparation for further education, additional training and eventual employment.
CONSEQUENCE OF NEGATIVE ACTION:
