RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Memorandum of Understanding (MOU) #78-061 with RYSE, Inc., a non-profit corporation, for County to provide access to medical services to low-income children and youth via its mobile clinic, for the period August 1, 2024 through June 30, 2027.

FISCAL IMPACT:
This is a non-financial agreement.

BACKGROUND:
This program is needed to provide medical services to low-income youth in underserved communities in Contra Costa County. The goals are to increase access to medical services, decrease sexually transmitted infections and unintended pregnancies and provide prevention education. These goals will be measured by the number of completed appointments provided, comparing statistical data, tracking the number of clients engaged in services.

This MOU #78-061 will set forth the responsibilities of the County and RYSE with regard to preventive health screenings, well-child examinations, primary health care services, reproductive health services, health education services, via its mobile clinic, to low-income and disadvantaged adolescent and young adult participants at RYSE locations, through June 30, 2027. Under this Agreement each party will defend, indemnify, and hold harmless the other party, its agents, officers and employees for any and all claims, damages, liabilities, loss and expense, including actual attorney's fee costs, arising out of the acts or omissions of County. This Agreement also provides that neither party be liable to the other for any incidental, special, consequential, exemplary, punitive, or indict damages arising out of or otherwise related to this MOU.
