Report Title: Hearing to Adopt the Stormwater Utility Area Assessment for Fiscal Year 2026-2027, Countywide. Project No. 4500-6X7041

RECOMMENDATIONS:
1. OPEN the public hearing on the Engineer's Report and the proposed Stormwater Utility Area (SUA) assessments to be imposed within SUAs 1 through 18, countywide; RECEIVE and CONSIDER oral and written testimony, including objections and protests; and CLOSE the hearing.
2. DETERMINE that no changes to the SUA assessments or the Engineer's Report will be made in response to any objections or protests and that the majority protest provisions do not apply because the assessments do not exceed the maximum amounts originally established and the method of their calculation has not changed.
3. DETERMINE that rates for each of SUA No. 1 through 18 for Fiscal Year 2026-2027 are the maximum rates per Equivalent Runoff Unit for each area as shown in the Engineer's Report.
4. ADOPT the attached Resolution imposing the SUA assessments for Fiscal Year 2026-2027 within SUA Nos. 1 through 18.
5. DIRECT the Chief Engineer or designee to provide a certified copy of the Resolution and the roll of confirmed SUA assessments to the County Auditor-Controller before August 10, 2026 for collection of the SUAs on the County tax roll.
FISCAL IMPACT:
The proposed assessments for SUAs 1 through 18 will provide approximately $15,999,662 in funding for cities and the County for the National Pollutant Discharge Elimination System (NPDES) program and drainage maintenance. (100% Stormwater Utility Area Assessment)
