?Recommendation of the County Administrator ? Recommendation of Board Committee

RECOMMENDATIONS:
APPROVE and AUTHORIZE the County Administrator to execute, a contract amendment effective December 31, 2025 with LexisNexis Risk Solutions to extend the term from December 31, 2025 through December 31, 2028 and increase the payment limit by $860,700 to a new payment limit of $2,276,700 to provide continued development, support, and maintenance of the countywide warrant management (eWarrants) system.

AB 177 set aside $25 million in 2021-22 and $50 million in 2022-23 and ongoing to backfill counties for estimated lost revenue. The warrant system is allocated $225,000 annually from the State backfill revenue. To the extent that backfill revenues are insufficient to fund the ongoing costs of the warrant management system, local law enforcement agencies that utilize the system will be billed on an annual basis. Contra Costa County pays only its proportionate share of the net costs of the warrant system for the County departments that utilize the system, which currently include the Sheriff, District Attorney, and Probation departments.

BACKGROUND:
eWarrants is a comprehensive countywide warrant management system serving all law enforcement agencies throughout Contra Costa County. It offers an intuitive web interface that enables authorized users to perform ...
