RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #74-439-22 with Bay Area Community Resources, Inc., a non-profit corporation, in an amount not to exceed $401,867, to provide Substance Abuse Prevention and Treatment (SAPT) services, for the period July 1, 2024 through June 30, 2025.

FISCAL IMPACT:
Approval of this contract will result in annual budgeted expenditures of up to $401,867 as budgeted by the department for FY 2024-25 and funded by 83% SAPT Block Grant Prevention Set-Aside and 17% American Rescue Plan Act revenues.

BACKGROUND:
The County has been contracting with Bay Area Community Resources, Inc., since March 2012 to provide SAPT services for offenders referred through the AB 109 criminal justice realignment program in West Contra Costa County. This contract meets the social needs of County's population by providing specialized substance abuse treatment services so that adults with co-occurring mental disorders are provided an opportunity to achieve sobriety and recover from the effects of alcohol and other drug use, become self-sufficient, and return to their families as productive individuals.

This contract is entered into under and subject to the following legal authorities: California Government Code ?? 26227 and 31000. Per Administrative Bulletin 600.3 the Department has posted a continuous Request for Qualifications and maintains a current qualified list of vendors at all times. This contract was approved by Health Services Personnel to ensure there is no conflict with labor relations.
