RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #74-578-8 with Oxford House, Inc., a non-profit corporation, in an amount not to exceed $307,457, to provide alcohol and drug abuse prevention and treatment services in order to assist residents maintain an alcohol-free and drug-free lifestyle and transition back into the community and access to recovery residences living facilities, for the period July 1, 2024 through June 30, 2025.

FISCAL IMPACT:
Approval of this contract will result in budgeted expenditures of up to $307,457 and will be funded by 27% Substance Abuse Prevention and Treatment Discretionary Fund; 33% Opioid Settlement Funds; 3% Assembly Bill 109 and 37% Residential Substance Abuse Treatment Program revenues.

BACKGROUND:
The County has been contracting with Oxford House, Inc., since October 2018 to provide alcohol and drug abuse prevention and treatment services in order to assist residents maintain an alcohol-free and drug-free lifestyle and transition back into the community and access to recovery residences living facilities.

This contract is entered into under and subject to the following legal authorities: California Government Code ?? 26227 and 31000. Per Administrative Bulletin 600.3 the Department has posted a continuous Request for Qualifications and maintains a current qualified list of vendors at all times. This contract was approved by Health Services Personnel to ensure there is no conflict with labor relations. The Behavioral Health's Quality Management, Utilization Management and Contract Monitor Staff meet on a regular basis to ensure monitoring and performance measures in the Contract are upheld.
