RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute a Letter of Intent, stating the County's intent to allocate $2,250,000 to Village of Hope-Pittsburg, LLC for the development of the "Village of Hope" supportive housing project in Pittsburg, California to permanently set aside five (5) units for transitional age youth who are experiencing homelessness and who are diagnosed with a serious behavioral health condition.

FISCAL IMPACT:
$2,250,000 in Behavioral Health Services Act (BHSA) funds are identified for capital development under the Housing Interventions component of the 3-year Integrated Plan that was approved by the Board on March 17, 2026.

BACKGROUND:
As a result of Proposition 1, Contra Costa Behavioral Health began preparing for the implementation of Behavioral Health Services Act and the preparation of a new 3-year integrated plan by conducting an extensive community outreach and planning process. Among the findings of this community planning effort was the need for additional services for transitional age youth (TAY), particularly housing. Hope Solutions, through their ownership entity, Village of Hope-Pittsburg, LLC, is developing a new permanent supportive housing project will meet this identified community need by creating 15 new permanent supportive housing units in Pittsburg for TAY. As a result of the $2,250,000 funding allocation, 5 units of the development will be set aside on a permanent basis for TAY who are experiencing homelessness and who are diagnosed with a serious behavioral health condition.
