RECOMMENDATIONS:

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Pacific Clinics, in an amount not to exceed $540,000 to provide Kinship Support Services to relative caregivers in Central and West Contra Costa County for the period July 1, 2026, through June 30, 2027.

FISCAL IMPACT:

100% State Funds, all of which will be budgeted in FY 26-27.

BACKGROUND:

Kinship Support Services Program provides community-based family support services to relative caregivers and the dependent children placed in their homes by the juvenile court, as well as for those who are at risk of dependency or delinquency, which includes providing post-permanency services to relative caregivers who have become the legal guardian or adoptive parent of formerly dependent children.

Pacific Clinics provides multiple support services for relative and non-relative caregivers including enhanced post guardianship services, site-based mentoring, case management, support groups, enhanced academic achievement programs, recreational/group activities, respite, emergency assistance and educational forums. The goal of the kinship program is to support positive outcomes and reduce the risk of dependency and delinquency for children in a relative's care.

This is a renewal contract. The most recent contract with the Contractor was approved by the Board of Supervisors on September 24, 2024 (24-3056), for FY 2024/2026 which resulted from Request for Proposal 1203 in alignment with County procurement requirements outlined in Administrative Bulletin 600.3.
