Report Title:                     2026 Comprehensive County Child Care Needs Assessment

RECOMMENDATIONS:

APPROVE the Contra Costa County 2026 Comprehensive Local Child Care Planning Council Needs Assessment from the Local Planning and Advisory Council for Early Care and Education, as recommended by the Family and Human Services Committee.

 

 

FISCAL IMPACT:

No fiscal impact.

 

 

BACKGROUND:

The California Department of Education, Early Education and Support Division, requires every county to develop a child care needs assessment of early education and before-and after-school programs for their jurisdictions at least every five (5) years (ref. CA Education Code section 8499.5). The Child Care Planning Council of Contra Costa County has prepared the attached report not only to satisfy this requirement, but also to help inform child care policies and priorities based on the current status of child care in the County.

 

The Family and Humans Services Committee, at its June 8, 2026 meeting, reviewed and accepted the attached 2026 Comprehensive County Local Child Care Planning Council Needs Assessment on behalf of the Contra Costa County Local Planning and Advisory Council for Early Care and Education (LPC). The needs assessment requires Board of Supervisors approval.

 

 

CONSEQUENCE OF NEGATIVE ACTION:

The County will not be in compliance.
