Report Title: Execute a Purchase order with IBM

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the Chief Information Officer, to execute a purchase order with IBM in an amount not to exceed $4,100 for the renewal of IBM’s CL/SuperSession for z/OS software, subject to the terms of IBM’s International Program License Agreement, for the period of February 1, 2026, through January 31, 2027.
FISCAL IMPACT:
The cost of this product is included in the department’s FY 25-26 budget (100% User Departments).
BACKGROUND:
IBM CL/SuperSession for z/OS is a terminal management solution for mainframe environments. It enables users to access and manage multiple VTAM-based applications from a single 3270 session, improving efficiency and simplifying navigation. Key features include dynamic session switching, multi-window display, centralized control, and integration with enterprise security systems.
IBM’s International Program License Agreement (IPLA) caps IBM’s liability at the amount paid for the program in question, with a maximum of twelve months’ charges if fees are recurring.
CONSEQUENCE OF NEGATIVE ACTION:
If the IBM CL/SuperSession for z/OS Software and Support (S&S) is not renewed, the County may have reduced access to upgrades, security patches, and IBM technical support, which could impact compliance and operational reliability.
