Report Title:                     Special Events Permit with the City of Pleasant Hill for Library Exploration Stations at the Pleasant Hill Library

RECOMMENDATIONS:

APPROVE and AUTHORIZE the County Librarian, or designee, to apply for and accept a special event permit with the City of Pleasant Hill which includes a hold harmless and mutual indemnification clause and proof of liability insurance for the County in the amount of $2,000,000, for the Library to host a Summer Reading event at the Pleasant Hill Library on June 16, 2026.

 

FISCAL IMPACT:

No fiscal impact.

 

BACKGROUND:

The Contra Costa Library hosts several programs during summer to encourage families to visit the library and participate in Summer Reading. The Summer Reading Exploration Stations will encourage children to discover science and reading and will also encourage children and adults to sign up for the Library’s Summer Reading Program. Participants can look, touch and explore to learn about our national world and communities. Guests include the Lindsay Wildlife Museum, East Bay Regional Parks, Mt. Diablo and East Bay Astronomical Societies and 511 Contra Costa. Some of the Exploration Stations will be located in the Library’s parking lot. The City of Pleasant Hill’s municipal code states that large events that impede the normal use of a public parking lot require a special event permit that includes a hold harmless and mutual indemnification clause and proof of liability insurance in the amount of $2,000,000. The City of Pleasant Hill will waive the permit application and processing fee; there is no cost to obtain the permit.

 

CONSEQUENCE OF NEGATIVE ACTION:

The event will not be able to proceed at the Pleasant Hill Library.
