RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Department Director, or designee, to enter into a non-financial Host Agency Agreement with the National Asian Pacific Center on Aging to provide community service and work-based training opportunities for unemployed, low-income older adults participating in National Asian Pacific Center on Aging’s Senior Community Service Employment Program, for the period September 1, 2026, through June 30, 2027.
FISCAL IMPACT:
This is a non-financial agreement.
BACKGROUND:
The National Asian Pacific Center on Aging (NAPCA) administers a national grant from the U.S. Department of Labor to operate the Senior Community Service Employment Program (SCSEP) in multiple states. Through partnerships with government and nonprofit agencies, NAPCA places unemployed, low-income older adults in community service assignments where they gain valuable work experience, develop job skills, and prepare for employment.
Under this Agreement, the Employment and Human Services Department will serve as a host agency by providing community service and work-based training opportunities for SCSEP participants. The County’s participation as a host agency is provided at no cost and will allow the County to benefit from the services provided by SCSEP participants while supporting the program’s workforce development goals for eligible older adults.
CONSEQUENCE OF NEGATIVE ACTION:
Should the proposed action not be approved by the Board of Supervisors, the County would lose the opportunity to host SCSEP participants and benefit from the additional support provided through this no-cost workforce development program.
