RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #25-012-48 with Homebase, a non-profit corporation, in an amount not to exceed $496,509, to provide consultation and technical assistance regarding continuum of care (CoC) planning and resource development to the department, for the period from July 1, 2024 through June 30, 2025.

FISCAL IMPACT:
Approval of this contract will result in contractual service expenditures of up to $496,509 and will be funded by 89% Housing and Urban Development grant funds, 11% Medi-Cal Administrative, as budgeted by the division for FY 2024-2025.

BACKGROUND:
Homebase has been providing consultation and technical assistance to the Health Housing and Homeless Services Division with regard to US Department of Housing & Urban Development (HUD) activities, including grant-writing services for County's McKinney-Vento application and county's CoC planning and resource development. The contractor has been providing these services to the county since July 10, 1998. This contract was approved by Health Services Personnel to ensure there is no conflict with labor relations. The Health, Housing and Homeless Services Division Contract Monitoring staff meet on a regular basis to ensure monitoring of performance measures set forth in the contract are upheld.

This contractor has been a longstanding partner in previous projects, fostering a deep understanding of our organization's mission, values, and long-term objectives. Engaging them again will enable knowledge transfer, avoiding knowledge gaps and ensuring continuity in service delivery.
