RECOMMENDATIONS:

APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the Employment and Human Services Department a purchase order and related agreement with Government Marketing & Procurement, LLC dba Agile Fleet, Inc., for the purchase of the Fleet Commander service system in the amount not to exceed $45,009 for the period April 1, 2024 through March 31, 2027.

FISCAL IMPACT:

$45,009; (59% Federal; 35% State; 6% County) $15,003 of which is budgeted in FY 23/24, $15,003 of which will be budgeted in FY 24/25, and $15,003 of which will be budgeted in FY 25/26.

BACKGROUND:

Fleet Commander is a well-known vehicle management platform. The system provides analytic reporting that the County can use to provide insights into end-of-life for vehicles, as well as visibility. Prior to Fleet Commander, county car usage details were maintained manually by each district office, which resulted in double-booking, errors in tracking, and an overall lack of visibility by management. This purchase includes a Software License and Maintenance Agreement that includes an indemnification clause, which has been approved by County Counsel. This vendor was selected per procurement requirements as outlined in Administrative Bulletin 600.3.


CONSEQUENCE OF NEGATIVE ACTION:

The County's management of Employment and Human Services' fleet of vehicles will be inefficient and limited to manual tracking.
