RECOMMENDATIONS:
APPROVE and AUTHORIZE the Interim Health Services Director, or designee, to execute on behalf of the County Contract #23-885 with Contra Costa Regional Health Foundation, a non-profit corporation, in an amount not to exceed $650,000, to act as fiscal agent with regard to the Healthcare Literacy Council Pilot Program, for the period from July 1, 2025 through June 30, 2028.

FISCAL IMPACT:
Approval of this contract will result in budgeted annual expenditures of up to $650,000 and will be funded 77% Contra Costa County Fire Protection District (CCCFPD), 15% County Measure X Funds and 8% Contra Costa Health Plan Enterprise Fund II.

BACKGROUND:
California is in the midst of a "Silver Tsunami" as the bulk of the State's large baby boomer population moves toward retirement and becomes eligible for Medicare. At the same time, Medi-Cal eligible populations may be accessing traditional health insurance for the first time. Because both populations may have limited or no experience with traditional health insurance, the goal of the Healthcare Literacy Council is to assist and educate all community members with special focus on Medicare and Medi-Cal populations on how to best navigate healthcare, capitalize upon wellness approaches, and efficiently access care. A full-scale education and promotion campaign will be piloted in parts of East County including Antioch, Brentwood, Oakley, Bethel Island, Bryon, Discovery Bay and Knightsen. Program outcomes will be reported and possibly expanded to other parts of the County.

The Contra Costa Regional Health Foundation will act as fiscal agent working in collaboration with Contra Costa Health and the CCCFPD, with additional funding from Contra Costa County's Measure X. The Heal...
