RECOMMENDATIONS:

APPROVE and AUTHORIZE the Purchasing Agent to execute, on behalf of the County Librarian, a purchase order with Frontline Education, subject to the terms of their Master Services Agreement, in an amount not to exceed $10,523 for the renewal of Absence & Substitute Management subscription used to track and fill vacancies, for the period July 1, 2025, through June 30, 2026.

 

FISCAL IMPACT:

100% Library Fund.

 

BACKGROUND:

The Library offers patrons and staff EBSCO Information Services, LLC, for various online subscriptions. The Library selected EBSCO’s Custom Package to provide access to MasterFile and Environment Complete, ConsumerReports.org, and Discovery Service. The package offers the highest quality collection of full-text periodicals, an all-inclusive search solution that provides easy access to in-depth research, and important information from the Consumer Reports website, including the latest articles and product ratings.

 

The terms and conditions include a limitation of liability provision limiting EBSCO’s liability to the amount of fees paid and an indemnification provision from the County to EBSCO for any actions by the County that violate the Copyright Act of 1976.

 

CONSEQUENCE OF NEGATIVE ACTION:

If the Purchase Order is not approved, the Library will not be able to provide patrons with a custom package of databases containing authoritative resources and tools appropriate for research papers, class projects, and home assignments for students and life-long learners.
