Report Title: Purchase Order with ePlus Technology

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the Chief Information Officer, to execute a purchase order with ePlus Technology, Inc, in an amount not to exceed $24,000 for support services from RSA for cyber security solutions, subject to the terms of RSA's End User License Agreement, for the period of January 1, 2026, through December 31, 2026.
FISCAL IMPACT:
The cost of this product is included in the Department's FY 25-26 budget. 100% User Departments.
BACKGROUND:
ePlus Technology, Inc. (ePlus) is a third-party reseller of RSA licenses. RSA is a cybersecurity company that provides products and services for digital risk management, identity and access management, fraud prevention, and security analytics. RSA offers technical support via phone, online support portals, and access to software updates and patches to help organizations troubleshoot issues, resolve technical challenges, and maintain the effective operation of their cybersecurity solutions.
The Department of Information Technology's Wide Area Network (WAN) staff uses RSA's support services to resolve trouble tickets and cases, address technical issues related to application support, and manage product upgrades. RSA also provides assistance with navigating its products and services.
RSA's End User License Agreement includes an indemnification clause requiring the County to indemnify RSA for all claims resulting from the County's use of the RSA product, as well as a limitation of liability that caps RSA's responsibility to the amount paid by the County during the twelve months preceding the dispute for the relevant product or services.
