RECOMMENDATIONS:
APPROVE and AUTHORIZE the Conservation and Development Director, or designee, to apply for and accept an amount not to exceed $400,000 from the U.S. Department of Transportation Active Transportation Infrastructure Investment Program to conduct the San Pablo Avenue Enhanced Bicycle and Pedestrian Gap Closure Study.


FISCAL IMPACT:
None to the General Fund. Match funding not to exceed $100,000 (20% of total study cost) will come from transportation funds. Staff time for recommended activities is covered under existing budgets (50% Road Fund and 50% Measure J Fund).

BACKGROUND:
In March 2024, the U.S. Department of Transportation released final grant guidelines and a call for projects for a new grant program called the Active Transportation Infrastructure Investment Program (ATIIP). The grant program will provide funding for planning activities and projects that provide safe and connected active transportation infrastructure in an active transportation network or active transportation spine. For planning activities, the minimum grant award is $100,000, and there is no maximum award amount. A minimum twenty percent local match is required.

Staff from both the Department of Conservation and Development and Public Works Department collaborated to identify one candidate project to submit to the ATIIP for funding to conduct a study: the San Pablo Avenue Enhanced Bicycle and Pedestrian Gap Closure Study. The study will evaluate enhanced bicycle and pedestrian improvements, including Class I or Class IV separated bicycle facilities and green infrastructure, along San Pablo Avenue between Richmond Parkway and the City of Pinole in the Tara Hills, Montalvin Manor, and Bayview communities.
