RECOMMENDATIONS:

ADOPT a resolution to approve and authorize the Employment and Human Services Director, or designee, to execute a revenue amendment #2 with the State of California Department of Community Services and Development to increase funding by $42,637 to a new payment limit not to exceed $4,982,646 for the Low-Income Home Energy Assistance Program (LIHEAP) with no change to the term November 1, 2023 through June 30, 2025.

FISCAL IMPACT:

$42,637: 100% Federal (Community Services and Development), all of which is budgeted in FY 24-25. No County match required. CFDA/AL#: 93.568; State Agreement 24B-2005.

BACKGROUND:

On December 12, 2023, the Board approved item C.50 authorizing an Agreement with the State of California Department of Community Services and Development (CSD) for the term November 1, 2023 to June 30, 2025. On September 10, 2024, the Board approved item C.40 authorizing an amendment to increase funding to increase by $1,313,032 to a new payment limit of $4,940,009. This action is to approve the increase of funds by $42,637 for a new total payment of $4,982,646 for the 2024 LIHEAP for Program Year 2024-2025.
The County routinely receives funding from CSD wherein Contra Costa County provides energy bill assistance payments and/or Weatherization services to residents who are income eligible through the Low-Income Energy Assistance Program (LIHEAP) and the Energy Crisis Intervention Program (ECIP). The priority for services are to those households with the lowest income and highest energy burden.
