RECOMMENDATIONS:

Acting as the governing board of the Contra Costa County Fire Protection District, APPROVE and AUTHORIZE the Fire Chief, or designee, to execute a contract with Streamline, in an amount not to exceed $15,000 to provide PDF conversion services to comply with ADA accessibility standards for the Fire District, for the period January 1, 2026 through December 31, 2028.

 

FISCAL IMPACT:

100% CCCFPD General Operating Fund.

 

BACKGROUND:

The Public Information Office requires a service agreement with Streamline to convert PDFs on the Contra Costa County Fire Protection District’s website for compliance with Americans with Disabilities Act (ADA) accessibility standards. Streamline provides website management and compliance services specifically designed for public agencies, ensuring that posted documents, forms, and reports meet current federal and state accessibility requirements. This conversion will allow all residents, including those using assistive technologies, to access important District information without barriers. Entering into this agreement will help the District maintain legal compliance, reduce risk of potential ADA violations, and promote transparency and equitable communication with the community.

 

This purchase agreement includes limitation of liability and indemnification language.

 

CONSEQUENCE OF NEGATIVE ACTION:

 

Failure to approve this agreement could result in continued noncompliance with ADA accessibility laws, exposing the District to legal liability, civil penalties, and public complaints, while also limiting equitable access to vital information for individuals with disabilities.
