RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the Public Defender, to execute a purchase order with TransUnion Risk and Alternative Data Solutions, Inc. (TRADS), in an amount not to exceed $6,250, subject to the Agreement Terms and Conditions, for access to an online database to search individuals, for the period May 1, 2026 through April 30, 2029.
FISCAL IMPACT:
Approval of this request will result in $6,250 in service expenditures and will be funded 100% by the General Fund.
BACKGROUND:
TRADS provides an online database that supports search and reporting functions for contact, assets, and relationship mapping. These tools are essential to the Public Defender’s Office investigation team, enabling staff to efficiently locate and identify potential witnesses.
Under this agreement, county staff will continue to have access to TRAD’s TLOxp online services and associated monthly transaction data. This agreement includes indemnity and limitation of liability provisions requiring the County to indemnify TRADS in connection with use of TRADS services and limiting liability to the fee paid by the county for the services.
CONSEQUENCE OF NEGATIVE ACTION:
Without executing the Purchase Order and related Subscriber Agreement with TRADS, the investigation team in the Public Defender’s Office will not have the ability to use the TRADS database in the performance of their duties.
