RECOMMENDATIONS:

APPROVE and AUTHORIZE the Director of Risk Management, or designee, to execute a contract with Milliman, Inc. in an amount not to exceed $50,000 to provide actuarial services of self-funded workers’ compensation, general and auto liability, and medical malpractice programs for the period of July 1, 2024, through June 30, 2025.

 

FISCAL IMPACT:

Costs will be funded through the Workers’ Compensation, General and Auto Liability, and Medical Malpractice trust funds.

 

BACKGROUND:

Milliman, Inc. provides actuarial services of self-funded workers’ compensation, general and auto liability, and medical malpractice programs. This contract will allow the Department to meet its legal responsibilities for actuarial reporting and to establish trust fund criteria. The contract is for actuarial analysis, audit, and consulting services, with revisions to the General Conditions including indemnification language. The contract is used in tandem with another contract for the same services for comparative analysis. The actuarial invoices for Milliman are sent to the County’s insurance pool, PRISM, for payment out of the County’s member actuarial analysis subsidy.

 

CONSEQUENCE OF NEGATIVE ACTION:

The Risk Management Department will not be able to meet its legal responsibilities regarding actuarial reporting of self-funded workers’ compensation, general and auto liability, and medical malpractice programs.
