Report Title: Adobe Enterprise Management with Allied Network Solutions

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the Employment and Human Services Department, a purchase order with Allied Network Solutions, Inc. in an amount not to exceed $72,150 for the purchase of Adobe Enterprise Management Forms, a forms management solution, for the period March 1, 2024 through February 28, 2025.
FISCAL IMPACT:
$72,150: Funded by 59% Federal; 35% State; 6% County funds, full allocation budgeted in FY23-24.
BACKGROUND:
The Employment and Human Services Department (EHSD) seeks to renew the Adobe Enterprise Management - AEM Forms software, that enables EHSD to create forms quickly and efficiently from various departmental data sources. This purchase order includes a service agreement that includes mutual indemnification between the County and Adobe Inc. The service agreement also contains a limitation of liability on behalf of Adobe. EHSD solicited quotes from a minimum of three vendors and awarded Allied Network Solutions due to its competitive market price.

This purchase order supports the 4th community outcome established in the Children’s Report Card: “Families that are Safe, Stable and Nurturing”.
CONSEQUENCE OF NEGATIVE ACTION:
The Employment and Human Services Department will experience delays and inefficiencies in generating forms for the public.
