RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #74-475-218(1) with MSK Solutions, a non-profit corporation, in an amount not to exceed $734,496, to provide Medi-Cal Specialty Mental Health Services (SMHS) to Seriously Emotionally Disturbed (SED) youth from Contra Costa County in congregate care facilities for the period July 1, 2026 through June 30, 2029.
FISCAL IMPACT:
Approval of this Contract will result in contractual service expenditures of up to $734,496 over a three-year period and will be funded by 50% Federal Medi-Cal revenues and 50% Mental Health Realignment funds.
BACKGROUND:
This Contract meets the social needs of County's population by providing community-based Medi-Cal SMHS to SED youth in congregate care facilities who meet medical necessity criteria for discharge and who are looking to step down to a lower level of care to prepare them for long-term success transitioning back into the community. This Contractor has been providing these mental health services while fostering a deep understanding of Behavioral Health Service Departments organizations mission, values and long-term objectives since July 2025.
This Contract is entered into under and subject to the following legal authorities: Welfare and Institution Code, ?5600 et seq. (The Bronzan McCorquodale Act); California Code of Regulations ("CCR"), Title 9, ? 523 et seq. (Community Mental Health Services) and California Government Code ?? 26227 and 31000. Health Services Personnel approved this Contract to ensure no conflicts with labor relations.
