Report Title: Vacancy on the Contra Costa County Ad Hoc African American Holistic Wellness and Resource Hub Transitional Community Advisory Body
☐Recommendation of the County Administrator ☒ Recommendation of Board Committee

RECOMMENDATIONS:
ACCEPT the resignation of Dr. LeJon Payne, DECLARE a vacancy on the Transitional Community Advisory Body for the African American Holistic Wellness and Resource Hub, and DIRECT the Clerk of the Board to post the vacancy.
FISCAL IMPACT:
None
BACKGROUND:
On 8/12/25, the Board of Supervisors (BOS) approved the final implementation plan for the African American Holistic Wellness and Resource Hub (AAHWRH). At that time, the BOS approved the establishment of the Transitional Community Advisory Board (TCAB) for AAHWRH.
TCAB’s task is to review and provide feedback on the eligibility and selection criteria for: (1) the Implementation Lead entity; (2) the Executive Director; (3) the Board of Directors; (4) the Community Council. The advisory body will also support the outreach and recruitment efforts for interested and qualified candidates for all positions and roles described above.
On 10/21/25 (Item C.14), the BOS approved the appointment of thirteen (13) community members to the TCAB, including Dr. LeJon Payne. On 4/13/26 Dr. LeJon Payne submitted a letter of resignation, resulting in a vacancy. TCAB thanks Dr. Payne for her service.
CONSEQUENCE OF NEGATIVE ACTION:
The seat would not be declared vacant, which would hinder the ability to recruit to fill the position and could cause quorum issues for the body.
