RECOMMENDATIONS:

AUTHORIZE the Auditor-Controller, on behalf of the Health Services Director, to reimburse the new Chief of Plant Operations (CPO), Rick Ortiz, for reasonable moving expenses incurred in relocating to the Bay Area from Casper, Wyoming in a total amount not to exceed $10,000.

 

FISCAL IMPACT:

Approval of this action will result in expenditures of up to $10,000 and will be funded by the Hospital Enterprise Fund I revenues.

 

BACKGROUND:

Contra Costa Regional Medical Center (CCRMC) has identified Rick Ortiz as the best candidate for the Chief of Plant Operations during the search for this position since early 2025. Mr. Ortiz has requested relocation assistance to move his and his family’s personal belongings from Wyoming. He has accepted CCRMC’s salary offer and is currently undergoing background checks and other steps in the hiring process to enable him to start employment on October 15, 2025. CCRMC has been without a full-time Chief of Plant Operations since December 2022. The approval of the maximum allowance of $10,000 for this classification will complete the hiring of a qualified employee at CCRMC.

 

CONSEQUENCE OF NEGATIVE ACTION:

It is recommended that CCRMC have the ability to offer this recruitment allowance as part of the compensation options to fill the long-standing vacant leadership position.
