RECOMMENDATIONS:

 

APPROVE and AUTHORIZE the Chief Information Officer, or designee, to execute a contract with Cloudwick Technologies, Inc. in an amount not to exceed $65,000 for a case planning automation system, subject to the terms of Cloudwick’s Master Services Agreement and End User Licenses Agreement, for the period of December 9, 2025, through December 8, 2026.  

 

FISCAL IMPACT:

 

The cost of this product is included in the Department’s FY 25-26 budget. 100% User Departments.

 

BACKGROUND:

 

The Department of Information Technology (DoIT) is supporting the Animal Services Department (ASD) through a partnership with Cloudwick Technologies, Inc. (Cloudwick) for development, installation, and training of an artificial intelligence (AI)-powered reasoning and automation system. This initiative aims to modernize ASD’s animal pathway planning, enhance operational efficiency, and support data-driven decision-making.

 

This procurement includes a 12-month subscription to Cloudwick’s Amorphic Basic which provides full access to Amorphic’s data, automation, and AI platform.

 

Cloudwick’s Master Services Agreement and End User License Agreement include a mutual indemnification clause and a limitation of liability provision which caps Cloudwick’s liability at the amount paid by the County during the 12 months preceding the event that gave rise to the claim.

 

Following a competitive bidding process, Cloudwick was selected as the vendor, having submitted the lowest bid among three qualified proposals.

 

CONSEQUENCE OF NEGATIVE ACTION:

 

If not approved, ASD will continue relying on manual workflows to compile and review data and draft communications, which may result in delayed decisions and inconsistent outcomes.
