RECOMMENDATIONS:

APPROVE and AUTHORIZE the Purchasing Agent to execute, on behalf of the County Librarian, a purchase order with Premier Wireless Business Technology Solutions, Inc., subject to the terms of ProMobi’s Terms of Service, in an amount not to exceed $2,400 for the renewal of CPR3 solution with ProMobi, to support iPads used by Project Second Chance and the Rolling Reader, for the period August 17, 2025, to August 16, 2026.

 

FISCAL IMPACT:

100% Library Fund.

 

BACKGROUND:

Learners enrolled in the Contra Costa County Library’s Adult Literacy Program, Project Second Chance (PSC), borrow iPads so they can attend virtual tutor sessions and access online learning platforms that help them learn to read and write. Staff with the Rolling Reader early literacy outreach van use iPads during visits to underserved communities across the County to demonstrate library resources to families and to provide onsite, online STEAM activities for children.

 

Scalefusion, through ProMobi, provides detailed reporting on device usage and resource access through their CPR3 solution. The ProMobi Terms of Service include a limitation of liability provision capping liability at the amount of fees paid in the 12 months prior to any claim, as well as an indemnification provision from the County to ProMobi.

 

CONSEQUENCE OF NEGATIVE ACTION:

If the Purchase Order is not approved, the Contra Costa County Library will not be able to provide tablets to students enrolled in Project Second Chance and Rolling Reader staff will not be able to use iPads at events for children and families.
