RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #74-286-28 with Crestwood Behavioral Health, Inc., a corporation, in an amount not to exceed $1,495,040 to provide Medi-Cal Specialty Mental Health Services (SMHS) and residential treatment services for eligible Contra Costa County residents with Severe and Persistent Mental Illness (SPMI), for the period from July 1, 2026 through June 30, 2027.
FISCAL IMPACT:
Approval of this Contract will result in contractual service expenditures of up to $1,495,040 and will be funded by 50% Federal Medi-Cal revenues and 50% Mental Health Realignment funds.
BACKGROUND:
The Behavioral Health Services Department has been contracting with Crestwood Behavioral Health, Inc., since January 2007 to provide Medi-Cal SMHS, including transitional residential treatment, rehabilitative services, medication support, and mental health services for SPMI adult clients. This Contract meets the social needs of County's population by providing transitional residential treatment, rehabilitative services, medication support, and mental health services for SPMI adult clients at its Crestwood Healing Center.
This Contract is entered into under and subject to the following legal authorities: Welfare and Institutions Code ?? 5600, et seq. (The Bronzan McCorquodale Act); California Code of Regulations ("CCR"), Title 9, ?? 523, et seq. (Community Mental Health Services); California Government Code ?? 26227 and 31000. The Behavioral Health's Quality Management, Utilization Management and Contract Monitor staff meet on regular basis to ensure monitoring and performance measures in the Contract are upheld.
