Recommendation of the County Administrator Recommendation of Board Committee

 

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute, on behalf of the Assessor, a contract with Kofile Technologies, Inc., in an amount estimated at $51,975.00 and not to exceed $60,000.00, for the term of March 18, 2026 through March 17, 2027 for the digitization of the County’s historical tax roll records, including pre-Proposition 13 data, currently maintained on microfiche. The contract is subject to Kofile Technologies, Inc.’s terms of service, which include limitations of liability and warranty disclaimers.

 

 

 

FISCAL IMPACT:

Kofile will invoice 50% of the total proposed estimate upon first pickup of any inventory. The

remaining balance will be invoiced upon the earlier of thirty (30) days after completion or

delivery. The project is estimated not to exceed $60,000 in total, and will be paid by the General Fund.

delivery. The project is estimated at $51,975,000, and not to exceed $60,000 in total, and will be paid by the General Fund.

 

 

 

CONSEQUENCE OF NEGATIVE ACTION:

Failure to approve and proceed will result in the permanent loss of historical data currently stored on aging microfiche media. Due to the deteriorating condition and increasing obsolescence of this format, continued inaction significantly heightens the risk of data degradation and irretrievable loss. Retention of this historical information is critical, as it documents assessed property values established prior to Proposition 13 and supports legal, audit, and valuation reference needs.
