Report Title:                      100YE CSP Youth Out-of-Custody Mentorship

Recommendation: Recommendation of the County Administrator

RECOMMENDATIONS:

APPROVE and AUTHORIZE the County Probation Officer, or designee, to execute a contract with 1Hundred Years Enterprise Foundation, in an amount not to exceed $308,000 for mentorship services to out-of-custody youth in the Community Success Pathway Program for the period of September 1, 2026 through August 31, 2028.

FISCAL IMPACT:

This contract is 100% funded by the Youthful Offender Block Grant (YOBG) Entitlement Funds.

BACKGROUND:

1Hundred Years Enterprise Foundation (1HYE) is a community-based organization founded by individuals with lived experience in the justice system. The organization supports justice-involved youth and families through mentorship, skill-building, and community engagement.

Under this contract, 1HYE will provide services to youth participating in the Probation Department’s Community Success Pathway (CSP) Program, serving a minimum of 50 youth annually. Services include weekly one-on-one mentoring, workshops, community support groups, family coaching, financial literacy support, and positive social activities. The program is designed to help youth build stronger relationships, develop practical life skills, and successfully reintegrate into the community.

CONSEQUENCE OF NEGATIVE ACTION:

If the agreement is not approved, youth in the Community Success Pathway Program would lose access to ongoing mentorship and reentry support intended to strengthen family and community connections, promote positive decision-making, and support successful reintegration.
