RECOMMENDATIONS:
Acting as the governing board of the Contra Costa County Fire Protection District, APPROVE and AUTHORIZE the Fire Chief, or designee, to execute Contract Amendment No. 2 with Craig DeVinney, MD, increasing the contract payment limit by $457,000, from $331,000 to a new payment limit not to exceed $788,000, and extending the contract period of August 15, 2025 through August 14, 2026 to August 15, 2026 through December 31, 2027.
FISCAL IMPACT:
Budgeted - 100% EMS Transport Fund.
BACKGROUND:
Approval of this contract amendment will allow the contractor to continue serving as the District's Medical Director for an additional year, providing the medical oversight required to support the District's emergency medical services (EMS) and ambulance transport program.
Under the agreement, the contractor will advise the Fire Chief and designated staff on matters related to prudent medical practice and the delivery of emergency medical services by District personnel and the contracted ambulance provider. The contractor will also provide medical quality assurance for prehospital operations; participate in and provide consultation under the District's Clinical Quality Improvement (CQI) Plan; review CQI investigations and recommended outcomes; attend regularly scheduled local and regional EMS committee meetings; serve as a liaison with the medical community, regulatory agencies, elected officials, law enforcement, and the public on medical matters affecting the District; provide guidance on District medical policies and protocols; and oversee the District's Controlled Substance/Regulated Chemical Certification Program, along with other related medical director responsibilities.
