Report Title: Purchase Order for Articulate 360 Teams Software

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the Clerk-Recorder, to execute a purchase order and related agreement with Articulate Global, LLC, in an amount not to exceed $6,000 for the purchase of Articulate 360 Teams with online training content for the period of June 1, 2026, through May 31, 2027.
FISCAL IMPACT:
The cost is $6,000, 100% General Fund, which is within the Department’s FY26/27 allocated operating budget.
BACKGROUND:
The Clerk-Recorder Department Elections Division seeks to purchase the Articulate 360 Teams software application. This software enables the division to create and deliver high-quality eLearning content and online courses for pollworkers. Volunteers are able to engage in election training modules, videos, and knowledge checks on their devices, improving comprehension and retention of critical Election Day procedures. The Articulate Online Service Agreement includes an indemnification clause from the County to Articulate, as well as a limitation of liability capping liability at the amount of fees paid to Articulate in the twelve (12) months prior to the claim arising.
CONSEQUENCE OF NEGATIVE ACTION:
The Elections Division will be unable to train election volunteers in a timely and efficient manner.
