RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, on behalf of the Workforce Development Board (WDB), to execute a contract with American Medical Response West in the amount not to exceed $400,200 to administer the Paramedic Apprenticeship Program for the period of June 1, 2024 through October 31, 2025.


FISCAL IMPACT:
$400,200: 100% Employment Training Panel Core (ETP-Core) state training funds all of which is budgeted in FY 24-25.

BACKGROUND:
American Medical Response West (AMR) holds the exclusive distinction of being the only ambulance employer in the local area that registered a Paramedic Apprenticeship program with the California Division of Apprenticeship Standards, with sponsorship from the WDB.
On February 27, 2024 (C. 57), the board approved the Employment Training Panel Core (ETP-Core) state training funds. These funds will be utilized to offset the training costs for emergency medical technicians employed with AMR, enabling them to pursue certification as Paramedics. This contract plays a pivotal role in WDB's Healthcare Initiative, aiming to ensure that Contra Costa Emergency and Medical personnel better represent the diverse communities they serve.
This contract was procured via the Sole Source procurement requirements outlined in Administrative Bulletin 600.3 and was approved by Public Works on April 24, 2024.


CONSEQUENCE OF NEGATIVE ACTION:
Failure by the WDB to subcontract this task to a Community-Based Organization (CBO) would result in the inability to fulfill our obligations within the grant partnership.
